docs: add operations infrastructure & strategy expansion design spec
Covers DB migration (SQLAlchemy 2.0 + Alembic), structured logging
(structlog), Telegram notifications, error recovery with circuit
breakers, Prometheus metrics, and 5 new trading strategies (MACD,
Bollinger Bands, EMA Crossover, VWAP, Volume Profile) with enhanced
backtesting metrics.
